I don't want a stealth account my paypal got limited so many times I recently bought new router and hooked to new modem It changed my i.p address I want to create a Paypal is okay if I used same first name and last name and than new cc new bank and new phone number?

If I understand you correctly, you have 1 paypal, but it was banned.
But you don't want to create a stealth account and you want to use the same name you have?

No it doesn't work like that. Why don't you want a stealth account?

Very flawed plan like SJ said.

Just to add on, make sure you're changing your public IP by using your new modem and not just your local IP on your local intranet.

The way youre describing what you want to do is not going to work.
You never mentioned what address you plan on using - it should be a new one.
Id suggest using a variation of your first name and your last name - so the name will be slightly different. Combine that with a new address, new phone number, new bank account, new CC etc - and you should be fine. of course be sure to use a new device as well (a new windows user account will serve that purpose well).
