Paypal 1099 Tax Question

So i have contacted paypal many times to recieve my total in Gross Sales.

Every time the number i get and is the same number which is under 20k, actually is 19600.

which is under 20K

My question to you is how often will paypal send out an 1099 on accident even if you are not over the 20k threshhold.
