IP for Paypal
 

So I have been using mexela.com for my IP needs on my stealth accounts, however lately I have been having issues where Paypal is telling me that they detected my internet is connected to a VPN and so that prompted paypal system to limit my account until I verify my identity (this happen for several of my stealth accounts where I had to call in and they inform me as to why it was original limited).

Could this be because of the IP I am using from Mexela (I use their dedicated IP service)? Are all VPN's detectable?

The issue isn't so much that you are using a VPN connection itself. The IP address pool from your provider (Mexela) is assigning you might be the problem. You might want to contact them to see what they tell you.

So ultimately Paypal should not be able to "detect" that I am using an VPN normally? Would I be better off to just buy from 24vc or IPburger?

Again, it's not so much the underlaying connection TYPE (i.e. VPN, SOCKS proxy, LAN, etc) it's the IP ADDRESS you are using. Some IP range assignments are "tainted", or known to be a "problem" to both EB/PP. How do you know this provider hasn't recycled the IP you are using for other customer(s) using it for the same purpose you are?

IPBurger uses guaranteed FRESH IP's that have never been used/abused before, so you won't go wrong with that.

The issue they stated is that they detected I use a VPN for which they need to verify my identity and not that the IP is being linked with another account/history.

in all reality, paypal will know you are using a VPN from any provider.

Either your VPN has been used or the IP pool has been abused as stated already or your account had a review and they dont like what they see. I am guessing it is a combination of both.

of course they can . they have advanced firewalls uses DPI to detect OpenVPN Protocols such as https uses by OpenVPN

this is how Chinese government blocking VPN Connections btw .
my advise is to stay away from any IP doesn't provide the following data
Region:
City:
ZIP:
Hostname:
DNS From same country:
otherwise you'll be on soft limit for months
