It seems impossible to set up a lasting stealth PayPal account
 

From what I understand the following are required:

1. Have a dedicated, residential, clean, and permanent IP
2. Have government-issued ID (National ID, Passport, or Driver's License)
3. Have a real (not virtual) phone number registered to the same name as the government-issued ID and be able to access this phone number in the future
4. Have a real (not virtual) bank account or credit card with same name as the government-issued ID and be able to access this account
5. The IP, government-issued ID, phone number, and bank account must all have a congruent location

Given this set of criteria, it seems impossible to set up a long-lasting stealth PayPal. Am I wrong?

First question - even before MM78 has targeted your setup - are you selling risky items?

Items and the amount of the transaction(s) are everything.

If PayPal doesn't like what you are selling, you are toast before you even get out the gate.
