180 days Paypal held my Funds, How can I withdraw my Funds?

Hi everybody, please its been 180 days PayPal held my Funds of about $3,000+ and I can't make use of the funds in the account by sending it out.

If the funds are available, you can ONLY transfer to bank account or have check mailed. You have access to a bank account?

^ Thats it.. add a new bank account and withdraw or have them mail a check to the name & address on file.

You go into a branch and open one up? Many banks work well - BoA, PNC, Chase...examples

Am not a USA Citizenam from South Africa , is it possible to create such Bank account online, if yes how please, if No how can you help me out. Thank you.

This a Mozambique PayPal account not US or UK, any help as to go about this, if you can get me to a site that I can get a Bank or Credit card to send the funds to. Thanks.
