Paypal tax Limitation reset question

Hi guys, one of my stealth paypals has reached the tax limit for 2017 and in Dec they limited my account from receiving any more payments. To my knowledge paypal resets the limit at the begining of each year? I tried just now the paypal is still not accepting payments and still asking me to provide EIN or SS number. PLEASE HELP, thx.

someone had said this week that it should reset by january 31. i believe they was gauging this by a convo with paypal or an experience from last year. i do not remember, but the post should still be fairly recent in the threads.
