what to do before opening a new paypal account?
 

I had one paypal account get suspended for a linked balance from 15 years ago. I will open another one under my business name. What do I need to do before opening it? Clear all my cookies on my browser (google Chrome)? Anything else?

Not much. Is it possible to use my corporate information instead of my personal information? Perhaps I will purchase the stealth guide.

Easiest way is to create a new user on your computer, and only use that user for accessing paypal. Download opera portable browser on that user and the cookies will stay on that user and on that browser. then you need to figure out what to do about your IP. 15 years have passed, so I assume you have a different ip address than when you had your old paypal account. So you should be good on using your regular ip. create a new identity using a different physical address and stuff, make a new bank acc and card to add to the pp account to verify it and make it stronger. thats pretty much it

You need to use all new info and maintain complete and total separation between any accounts used previously and the ones you plan on opening and operating now.
Using a new windows user account will get you a new device separate from anything used before.
In addition youll need a new IP address. If youre not in the US your best bet is a fresh and dedicated IP solution such as is offered by sellers of that service in the seller section - so do your research there.
But that just how you get started. After that you need to operate the accounts properly in order to not have them limited.
