Just so you don't have the wrong idea of OP and what he said is his situation, this is definitely not fraud. Paypal is known to side with buyers on cases and unless the whole thing was intentionally set up by OP, which it wasn't we assume, its not deceptive at all.
I'm just saying because saying something is fraud is a big claim and although this might break some paypal terms of use, it is not illegal
