Is it possible to create a Stealth Facebook Ads Account?

I've tried creating one with a residential IP VPN (which admittedly has probably been pounded) and a datacenter VPS which works fine with ebay and amazon, and I always get the same dreaded problem:

I create the personal account just fine. Then create the business account, and then input the credit card info, and then immediately after it says "you've been locked out for security purposes" and that's that. They say they'll contact you to followup but they never do.

This time I used a bank debit card, and got the same problem.

Has anyone created a Facebook Ads stealth account recently?
