| As a seller, yeah it sounds that way.
Or more precisely: you can receive payments but you can't do anything with them. If you add a bank or withdrawal eligible card you can withdraw but not spend. If you verify your ID you can withdrawal or spend. |

I would think logically that doesn't make sense. You would think that PP would want you to re-spend the money to get their cut.... not take it out of their system. |

Like the Greek guy was saying I think this is more a lack of options than a choice for PP.
Matce could be right about them wanting to eliminate PP balances since PP balances won't be good for much in 5 years. Nobody will want to have a PP balance when PP isn't used on eBay so PP is evolving.
They're also changing the fee structure for card withdrawals to make it more profitable for them.
I'm tired of thinking about this. I bet Paypal is having a good laugh right now. :bored: |

True that... I spent 15k in mining hardware in the last 4 months and this is the last thing I need right now.. I sure as sh1t cant live off $200 a wk mining profits. |

What do they ask when he clicks "claim it"? Maybe they do it because it is a lot of ebay fraud. Somebody can sell a tv he doesn't have and use the money to buy gift cards for examples, or in person payments... |

i remember i once knew a girl... she bought in person from me, smile each time...5 times, expensive items , after the 5h order i checks her payments...and the name was the same but she used different e-mails. when she came again i told her i can't sell anymore to her, she just smiled and left.... i bet she was getting paypal balance from ebay , then contact local sellers and go shoppings |

Where are people seeing this date at? When I check for TOS updates I see they are doing one on March 15, but nothing after. |

Correct me if I'm wrong, but there are a few "updates" I got emails for (on some accounts, but not all) but without looking at your emails, if you just go to the PP site, and go to the bottom of the page and click on "legal" it will take you to the User Agreement.
If you go through that until you get to the blue link that says "Policy Updates" and then search that until the part where it says they are changing the "balance functionality" stuff, then just above that (and at the top of that page) it says "Effective date: April 19, 2018".
I hope that helps, if that's incorrect, let me know, but I'm pretty sure that's the date this stuff really takes effect. |

I read through this and the Q&A, just seems like they don't want unverified accounts swapping money between them due to criminal activities. You can only withdraw your funds now. So, stealth should be fine? |

| I read that. I don't see a problem, unless I'm being completely daft it's just stopping unverified transfers and purchases from my viewpoint. It shouldn't stop sales/transferring to banks. |

| Not for anyone outside the US.
If youre in the US and have the ability to open bank accounts youre fine - no big deal.
If youre outside the US and are unable to get a valid US based bank account you will no longer be able to use a US based ebay/paypal for stealth purposes.
I personally know of a LOT of people this could impact. |

| So they'd just be forced to advertise and sale from the area they are in or in other places where they can get a bank account? Still can do stealth, just can't flood out actual US based sellers?
HSBC and Citibank are known to allow non-residents to open US accounts without being in the country should they wish to try to make more US based accounts. |

I know all of that - most of them do not.
Anyway... we will see how things develop. Too early to know at this point what sort of impact this have on everybody. |

Here is what I guess will happen:
- Tax ID (EIN) + bank account Paypals won't be affected (didn't get this email on my business accounts)
- bank account only Paypals will be able to continue selling but will have to withdraw all funds, which will suck when it comes to paying eBay fees
- no bank + no tax ID accounts will become useless. You'll be able to receive payments but not touch them until you add a bank.
Does that sound about right to you guys(and gals)? Personally I'm running a healthy mix of all 3 types. |

Just checked one of my LLC/EIN email accounts and I got nothing from PP on the 6th, or any time recently.
So, maybe, this update won't affect fully verified business accounts with the proper business name and EIN on file.
