Apparently the unverified balances only applies to accounts made on or after April 19, 2018

PayPal accounts that are not verified. I cannot confirm tho I just read this off of another forum.

I just created a new PP account, unverified, and i sent 10$ from an UNVERIFIED Internationale account on it. payment for goods. This is the highest risk I can know for PayPal. they only added a 21 days hold on the payment, nothing more.

I am having an excellent time with this new paypal april 19th update.........i cant send any money around.......even with ssn attached and the account being as old as year 2000-2003......with tons and transaction history.....i heard that they did away with the old transaction history.......so they basically did a possible reset on velocity limits..........oh paypal just keeps getting better and better...

I know what you're saying. But let's keep in mind that at one point, there were talks of this update being the end of stealth as we know it. So to me, if that's the worst of this update that all of us feared so much - this is a win.

everytime I am about to make a big move......i am always a little too late.......-_-

would like to watch the new avengers movie.....but i am a very anti-social person.......i dont want to be in a crowded theater with people around me.

I want the theater to be empty and I can have like two seats on both sides to place tons and tons of food.......and watch the movie in peace and quiet.

you would think i can get a ticket in the early morning hours to watch the movie.....but no apparently people don't have day jobs.....theaters are packed during the week day also -_-.....

now that I am older....every little thing bothers me in this life.......if 1 little small spec is off I get really really irritated.....I want everything to be done in a specific manner.......

I make large payments like that with Paypal, but through ebay. Maybe there's a difference... no clue.

No problem at all sending 10k at a time on established accounts. Not sure why many members dont act like normal paypal users......

Well in the PP memo it did have that limp word 'generally' so perhaps PP is like it has always been with the 'pick and chose' way of limiting you.
Plus it's a big deal to limit thousands of accts across the USA. Maybe a fraction of a percent actually read the memo. There are just plain old folk sending money back and forth for thousands of legit reasons. PP would have to hire a mountain of people to deal with it all.

Does this affect trying to make a new stealth Paypal at all? Trying to get started with stealth since my personal account got banned, but this all doesn't seem too helpful with trying to run a new account.
