Can i use one bank to withdraw from two paypal accounts?

same bank yes (separate account, i.e savings/current), same account and routing number - no

Rule says that : 1 iban/acct no to 1 ppl account.

However you can ask manually from paypal to add same iban/acct no for a different ppl but i dont think that this is wise ...

Unless something has changed recently, PP won't allow you to add a bank account that's already been used.

Ppl wont allow you to add it by your self.
As i told before if you definitelly want to do it you can claim it directly to ppl customer service and they can manually do it if its aproved.
But they are asking too many things that i believe is not wise to provide them except if there is a special reason on a legit account off course.

Once a bank account is used on pp, it cannot be used for another pp as a general rule

Even if you can call and add it manually, it doesn't make sense to link the PP's.
