did paypal change policy regarding F&F Payments ?

I have German PayPal account verified with bank account . before one week i can easily send F&F to any other accounts even if it's not verified . but from the last week or so i get error all the time whenever i try to send F&F payments

did they change the policy since the last week ? this is never happen before and now not only from one account but actually from all my verified accounts i cannot send F&F to Non-verified accounts

Usually you'll get such errors when their system detects potential risk for a transaction.

If you're funnelling funds between accounts, this could cause you issues sooner or later.
