I just saw one thread about PayPal TOS Update:

I want to know,this Policy Updates is only for USA paypal accounts,or for all PayPal users in worldwide.Will it be effective as to UK stealth Paypal account?

I have a Canada stealth account,today when I transfered money to another AU paypal account,after I entered the amount,the "continue" button can not be clicked.(Sending to a friend),only after I changed "paying for an item or service",the "continue" button can be clicked.

I also try to use the account to buy something on ebay,paid successfully by Paypal.

This account is 2 years old account,VBA added,in paypal transaction,it will show"Non-U.S. - Verified"

This "Verified” tag,does it mean that it does not need to be verified the identifying information again?

Only for USA accounts. There is a large thread about it.

Also, this comes into effect today but has effected newly created accounts for the past few weeks. So far, nothing has changed really but time will tell.

Worst case scenario is that USA accounts will need to withdraw to USA bank accounts.

The update should impact any payment made from your balance - regardless of what type of payment it was being sent as (personal or not).
Your situation seems to have nothing to do with this update.
And I believe this is supposed to impact US accounts only.
