Which is more risky from PayPal perspective?

Hello

So for PayPal which action is considered riskier?

1) To withdraw PayPal funds?
2) To transfer PayPal funds to another PayPal account?

I noticed most of the time that I have no issues in Withdrawing PayPal funds. But When I try to send a payment I receive the common error " We can't send your payment right now"

I find it weird why PayPal would allow me to transfer $500 without any issues but when trying to send as little as $20 it wont allow me to do that!

* I am using PayPal balance NOT a card to send a payment ( because that matters)
** Sender and receiver of the payment are both aged 8+ months.

Any insights in this matters? Do you have any effective way to go around this " we can't send your payment right now" error?

Number 2 is 10x more risky because they want you to withdraw funds to a bank account. By attaching and withdrawing funds to a bank account, you give Paypal a way to recover funds from you if your account ever goes in the negative.

Not unless there's a direct debit in place and we all know we shouldn't be doing that as part of stealth. I've got a few burnt accounts in the minus after over a year. Paypal can't just swipe the money to clear the negative balance, they ask you to but as stealthers we're certainly not obliged to. Real accounts should be treated differently.

In the US, Paypal will try to pull what you owe from your attached bank without asking. I've had it happen on a stealth account and the money was pulled from my bank account with no issues despite the name mismatch.

Apologies if that isn't accurate for other countries.

The best option, as with many of Paypal's quirky errors, is to wait. Try again after 24hrs.

The bank may work ok because it has been associated with your account for a long time

You cannot pay for items with paypal balances on new accounts or some old accounts, so waiting will not help, I cannot pay for items with paypal balances on any of my three paypals.

Withdrawls are low risk. Transfers to other PP's are far riskier.

Kajunrook: once you add a bank account and other info they are asking for, you will be able to use your PP like normal.

Complete nonsense.
Do absolutely NOT CHANGE YOUR IP!

Just wait a few days without doing anything, then try again. It usually works after 4-5 days.

Action 2) is likely riskier...the more times you do it between the same accounts
