Two paypal accounts, one computer, separate users.
 

I have a roommate and we both live in the same building, share the same IP, and also share a computer. But we have two different Paypal and Ebay accounts. How does the 200 and 20000 rule work? As soon as we both make 10k in sales, we'll get the 1099 form. Or is it still 20k revenue in sales each since we're individuals?

Just because you both share the same IP, Same Computer does not mean you split the 200/$20,000. If you are running separate accounts then each of you will get a 1099 Form separately when you reach the 200/$20,000 limits.

MM78 is correct.
Each account is evaluated separately on their performance and $ amount sold/received.
Your problem will be if ever either of you got into ANY issue with ebay or paypal both of your accounts will suffer the consequences equally. If one is suspended/limited for whatever reason the other will also suffer the same fate even though it had committed no offense.

The only thing you may have an issue with is if one account gets limited it may affect the other account so both need to be careful
