Paypal account limited and cannot make refunds!

How to get around this?
I called paypal USA limitation department many times today and they won't help me.
However in the past I have done the same and called like 10 times until someone finally helped me to make a refund.
This is just so hard!

If you are selling on ebay make the refund from ebay and it will go through
