Paypal blocks me from using my balance
 

This has just happened on a 2 week old US stealth ebay/paypal account. I've tried sending money to a friend from a new paypal account where I have less than $50 from an ebay payment. The ebay payment was put on hold first, but released and I've got an email saying my funds are available. The paypal account is vcc and vba verified, no social, as it is a stealth. Now, when I click on send money to a friend it gives me the option to ONLY pay with credit card or from the bank account. IT DOES NOT LET ME USE THE PAYPAL BALANCE. Under the balance amount there is a button saying "claim your money". When I click on that it gives me the option to withdraw to the bank - which is a vba, or "leave money in the paypal account", but this link is asking me to confirm identity with last 4 of social security number and all legit info.. It says that after I confirm identity I will be able to use the balance in the account. I have never seen this before, and I've been running stealth accounts for years now. Any info on this would be appreciated, i like to figure out a way to send money to a friends account. Thank you!

This is standard on new accounts now. Started going into effect about 2 months ago. Older accounts have not been impacted yet.

Not that I'm aware of.

Have you tried sending it as "goods and services" instead of "friends and family"? Doubt it would work but it's worth a shot.

Tried, did not work. Any info on which us banks allow for deposits in mismatched names?

With the exception of 5 or 6 brick and mortar banks, all of them accept mismatched ACH deposits. Wells Fargo is a shady organization so I personally prefer them.

Don't try it with a "prepaid" bank like Bluebird or Green Dot.

Is a simple transfer/withdraw to the bank from paypal counts as ACH deposit?

Many exist - Bank of America, PNC, Chase, credit unions, etc.
