Can I linked the bank account of my previously blocked Paypal acct to my new PayPal a

Hello. So I already had two PayPal accounts blocked in the past. Those accounts were linked to the bank accts I have. Now my question is: can I still link my bank account (which was already associated to my blocked Paypal accts) to this my new Paypal account?

Another question is, what is the workability of attaching an offshore bank account? I am thinking about linking an offshore account from LeuPay. Is that a good idea?

1. You cannot add it because it will get linked to old account and also suspended.

2. You cannot add it because it has already been added to another PayPal account.

What about offshore accounts? Are they an alternative?
