error message when trying to confirm a vcc

I keep getting this message "The Credit Card Verification System used by PayPal is currently unavailable. Please try to add your credit card at a later time. We apologize for this inconvenience." when I try confirming a VCC, is there something wrong with the vcc or is this from the account?

Its a VISA vcc I bought from someone online, not sure of the source, could this be the problem?
