Cant be done.
You can only attached cards and/or bank accounts to one single paypal account.

You can withdraw to card in some counties.

You can withdraw to bank account in all countries as far as I know

1 PayPal = 1 unique card

You can find some VCC sellers online that allow withdraw to VCC, but they're not easy to find

Make sure your paypal country allows withdraw to VCC if that is what you're trying to do
