Can i pay with an VCC PayPal Account?

Hey guys I got a question. I want to create a new PayPal account and verify that by using an VCC. If someone sends me money on that account, can i go buy something using the funds on the PayPal account without problems? Or do I have to add a real credit card/bank account first? I am from Germany and i would create a german PayPal account.

In my experience recently when building a new ebay ive been buying items via VCC and have been successful over the last few month, id recommend just now going over the top and buying loads of unnecessary things all in the one go, build slowly.
