Question 1 IP with 3 Paypal accounts?
Can I register up to 3 Paypal accounts(bind different cards) using 1 same IP address and login daily these accounts with that IP ?

Is there any risk ?

Absolute risk. If you are trying stealth you should always keep the accounts from linking. Best to read the stealth guide since this is covered in there.
