withdrawing funds after 180 day hold

Hi, I have a US paypal stealth account that has had funds in it since 2013-14. The account is permanently limited, but i noticed now there is an option "Withdraw funds to credit/debit card" by linking a card. Does this option work for limited accounts? If yes, does anyone know if funds can be withdrawn to a US prepaid visa/mc?
