Security check loop on PP

Ok so my pp has been fine for a bit now but everytime I try to checkout on ebay, walmart or any other site I get the quick security check. I click send text says "sorry we can't confirm it's you" so I quick receive a call same thing. Any ideas on what to do? I have spoken to 9 different people at pp and sent emails to the useless service department.
