24vc and IPburger are both designed for stealth account operation and either will work fine.

It's possible to connect to a VPN using Tor. I don't know how its done but its possible so you can research it if you're interested

I'm sure you can connect to a lot of the clearweb services from TOR exit nodes, but the question is: WHY would you want to in the first place?

Unless one is that paranoid, a TOR connection is just another layer on top of the existing one which makes things more complicated, slower to access, and less reliable. The Darkweb isn't exactly the most reliable network.

For obvious reasons, most all of TOR's exit nodes are blacklisted by many commercial site out there, or at least much more scrutinized, unless it's an .onion site, that is. If that's not reason enough to avoid, it's prone to disconnects, performance issues, and is just wayyyy too slow for duing much of anything useful.

Very very bad idea.
IPs used by the TOR network are well known, abused and blacklisted.
For your Paypal get clean IP and when possible fresh IP.
There are some good VPN Providers on the forum or do some research.
