Transaction cannot be completed UK stealth PayPal
 

Hello. I have a problem with my PayPal account. Have it about six months, use VPN, confirmed telephone and credit card. Didn't add bank account because I'm not live in UK. Have few sales on eBay and now trying to send money for goods via PayPal and always see "Transaction cannot be completed at this moment" and then "We can't verify that it's you". I wrote to chat on eBay UK and they said to wait 24h and try again. I tried 24h after - same result. Clean cookies- same result. Account doesn't have any limitations. How I can resolve this problem? Now I have about £1300 on account and tried to send 50 and 100£

If the issue is with PayPal, for starters, contacting eBay wont help.

Try adding a bank account and slowly withdrawing funds there.

But what eBay has to do this ? Money aren't on hold for long time and I can't add bank account because I don't live in UK and have no UK bank account. Only one way to withdraw money for me is buy anything

And thats why you should use a PayPal where you have access to a bank.

Sounds like a security warning. Usually shows up when PayPal deems transaction to high of a risk.

You can call PayPal and ask, but I doubt they'll give you much of an answer.

It could be lots of reasons, i.e. high risk IP / VPN you're using etc.

I read a lot about situation like this one and people wrote that most probably to wait 72 hours and try again although don't know does it truth

Waiting does often times do the trick.
