can someone summarize what the point of payoneer is for eby/pp stealth, other than for foreigners who cant get usa banks?

Mainly that, and also for verifying the account.

For withdrawing funds and verifying PP account, as a US bank account

Just be aware that Payoneer is notorious for suspending account for insignificant reasons. Don't even think about using them for stealth where the name won't match. They have been known to shut down accounts and holding funds if they see 3rd party (mismatched) come through.

so you need us bank account for payoneer or can i use payoneer worldwide?

Payoneer is mainly for non-US residents who need access to a US Bank account or can't get one easily. It's a virtual bank account/debit card product. It was intended for freelancers, dropshippers, consultants, etc. Some report it does work OK with PayPal, and it might so long as the account names match.
