Indonesian / philippine PayPal are the best
So i did a test with both countries. Open PP accounts there with residential IPs.
And its legit as ****. Works perfect with US ebay accounts :-).
Will give you updates.
PP limitation easy easy to remove. Even open company if necessary super easy too.

how is it adding a bank account? when i was living there a few years ago, i could not add a bank account to my philippine pp account. I never tried adding a us bank account though. I tried like 5 different local banks which paypal all said should work. Maybe it was just me. I was only able to add a Unionbank bank account to my wife's account. But withdrawals took about a week to be processed. note this was on real accounts, not stealth. |

I assume stealthbro is using alternative "cashout" methods but I guess we shall see what he says.
Friendly reminder OP that your setup isn't "legit as ****" and that you'll probably be shut down when someone notices USA Ebay account sales going into Asian Paypals. |

i have no problems using the PH paypal, but selling in the US using the ph ebay is kinda hard now. |

I also spend a great deal of time in the Philippines (Metro Manila) as well, and I can confirm that using USA PayPal here on the local ISP's works without problems. I have not tried using a PH based PayPal, but I think they also accept US Bank account as well as the usual local banks such as BPI, BDO, PNB, etc.
That said, the USA PayPal also seems to work without issues in most countries in SE Asia I travel to the most, specifically Singapore, Malaysia, and Thailand. No need to use a VPN, so long as my cookies are intact, there is no problem with security. |

Sorry just saw the answers here.
You add the pp to your listings not adding them to pay fees and so on.
Until now 0 problems. Even got a limit increase on ebay for selling a lot.
The setup is might not simple as you need to have a philipine IP first. And all paper ready.
Biz / ID. They asking for that of course after you hit the selling limit in paypal.
When i uploaded my documents i had no issues. Selling limit got removed and they wish me good luck with my sellings.
USA eBay - foreign country pp is possible. |

buy a USA ebay add new email to your pp and sell on USA ebay by receiving payment to your PH paypal. everything at your own risk.
Until now i have 0 issues. even got encounter with scammers and ebay looked into my account. As well someone open a case and i did dispute it lost it and ebay made a force refund. |

| There are a lot of people in the Philippines you can trust with this.
VCC perfectly works with PH paypal, you don't need to have a bank account. the widrawal is almost instant. |

If you are a foreigner in the Philippines its easy to open a bank account. Some banks will want you to have a ACR card which is like a green card, but just go to another bank or branch and keep trying, you will find many that will open the account for you without it. Especially if you want to open a time deposit the bankers will open it for you no problem because they get bonuses on how many of those accounts they open. |

Most of the time they to want at least the ACR card from BI, but also proof of billing, and if you are American they want proof of TIN (SSN). Once BPI asked for I-9 from the US which I thought was odd.

Also any withdrawals over P50k they have to call their head office in Makati for approval. Another time waster. The lines at their branches, such as at SM Malls tend to be extra long, too. |

| There are two main mobile phone providers in PI: Globe & Smart (PLDT)
SIM's are easy to obtain locally. Any mall, shop, or sari-sari store has them. They cost maybe 50 pesos each (about $1 USD) and don't require any paperwork or registration such as Hong Kong, Taiwan, or Japan.
PH SIM's can roam outside of PI, but with added charges. Again, you need a way to obtain the SIM's if you are abroad tho. |

Other way is go to indonesia in ubud you can open bank account by deposit 8 million IDR / 554 something dollar :-). U can take it out after. In Indonesia its even more easy as PP.
Do a 2 weeks vacation in bali then get everything set up. |

It's a loophole and a way to get around paying the IRS that you've pointed out. Totally not within the government's policy.
Once things are pointed out and exploited they get patched. Paypal and eBay may be alright with it, but this is the kind of thing that leads to new legislation being passed to restrict e-commerce even more. |

System in our reality getting on edge soon .. I have so many friends they doing biz official public without using law loopholes they just get screwed over left and right from lawyers scamming legally - honest seller -. Many Expats such as myself supplement their incomes with e-commerce. Filipinos in particular are very good that this, and in particular make great VA's, and call center/BPO reps. The Philippines is one of the largest Call Center/BPO's in the world, and it's not surprising since English is widely spoken especially in Manila. |
