Newbie Question

So my paypal account has been limited permanently and I can't get an answer from them about anything. I just need a paypal account because my publisher pays through paypal and it's the only way they have to send payments. I've been scrolling though forums about stealth accounts. How do they actually work? Could the same thing be accomplished by getting a ⊗⊗⊗⊗ id and a new bank account?

It will probably be a good idea to read the Stealth Book. You'll find all the info to create a new ppl account, and everything is up to date.
