Paypal SSN request

It has been a long time since I have had to add an EIN to a paypal. I have a newish account that is now at that time. I was sent the "confirm your US taxpayer status". I have never added anything to this account. I dont remember it being requested like that. When I toggle down it says ITN and SSN. If I upgrade to a business account and add an EIN will this solve the issue?

Probably not, unless you have a business acct that you can verify with address, etc when you upgrade and add EIN
