“Right now, We’re not able to complete this transaction, please try again later.”
Keep getting this error when trying to withdrawal to bank or buy anything...
I’ve fixed this error before by calling PayPal and talking to 10 different reps before one nice guy said he would override the security system then it worked and it said it was gonna take 72 hours but it still worked.

Have you done anything similar on the account in the past?
How old is the account?
Howe stablished is it?
What amounts are involved?
What country is it based in?
What IP solution are you using? what device?
There is so much information youre not sharing its very difficult to tell you anything...

Before Dec. 17th, the only thing I need to is just to wait for 1 to 2 days and made the withdrawal on the same IP. But after Dec. 17 it doesn’t work at all.
