Paypal error Requesting a check. Cant request check

When i try to request a check with paypal, it gives me a error and says sorry your last action cant be completed(also sends me to the old layout) any fix for this?

I had the similar situation before. Just waited 1 day and logged in with the same IP, withdrawal went through.

I thought it was the IP problem. But since Dec. 17th, ALL THE WITHDRAWALS FAILED EVEN IT GET USED OF THE IP FOR 14 DAYS.
