There are a couple of people who do PP > BTC trades in the service providers section.
You can also try localbitcoins.
Do not expect these to be low fees though. Youll be looking at losing anywhere from 30%-50% of your money in such transactions.

you can try coinbase, paxful too
but you need to be ready to request confirmation that you are the real owner of the account PayPal
due to the possibility of fraud with PayPal payment, and do not return bitcoin, most exchanges are reinsured

You can try Wirex within EU. But it will be difficult if we speak about stealth PP.

Wirex with stealth? not really a good idea...

I mean wirex provide not only with debit card, but with bank accounts also, it may be used to add to PP. The difficulty is to verify wirex)

Those fees are down. Some are as low as 10% which isn't too bad given the risks they take on board.

30 to 50% used to be the norm, and was extortionate.
