They all "should" accept US banks but the reality is that if you try to add one, you will probably get an error. These days PayPal expects you to call in to add a US bank to an international PayPal... it's their way of weeding out the people who were using Payoneer and other such "virtual" accounts.

They used to do it if you contacted them through their message center but since around the middle of last year, they will only do it over the phone.

You need to call to add it, just like everywhere else.

this is not correct, you can add it normally...but if you are using payoneer sure it wont as all paypal accounts

I tried on a UAE PayPal. Payoneer or not made no difference, it just wouldn't add.

I tried multiple banks.

many factors are involved...
if you will do it right and your setup is right then you can add it

pretty much every country allows it, but i think it helps to also have a local bank account added beforehand.
