Can I verify EU PayPal with any Debit/Credit card no matter Full Name or address no match?

That depends on what card you use. On some the address must match

You're going to have to test it I imagine. I'd expect it to be AVS.

Worst to happen is nothing, perhaps your money would be reverted back to your Paypal account.

yea, if bank withdrawal fails, the money will go back to the paypal balance, BUT that bank account will also be removed by PP.
