Might as well withdraw to bank. I still don't see the appeal of using the paypal balance for anything than eBay fees.

Not to mention ebay still just takes it direct from my PP and it still works it seems.

In my case I have been able to. I have seen others say different things throughout the forums. Some say they can, others can't.

If you didn't receive an email stating to confirm your info by January 27th then your account isn't affected by this... for now...

Yeah but up until a couple of days ago they let me buy postage from my pending balance. Now any account that I linked bank savings account to is screwed as you can only make 4 withdrawals a month. That SUCKS!

My account from 2009 year is affected.

By the way when you have active payment profile in your Paypal account for some service (e.g. hosting, telephony, etc) you can still spend money from the balance (even if it is claim it). When you fund such service Paypal creates "preapproved payment" for both of your sources (bank and card) and when they both fail (they fail only if you have not enough money there) Paypal charges account balance.

I honestly think the account's activity is a factor. It seems like older accounts that are actively selling (receiving multiple payments daily) aren't being impacted, yet.

I meant in terms of which accounts get the "claim it" message and which ones don't, but it was speculation nonetheless. I've noticed too it's a lot harder to add banks now (if not impossible) on older accounts.

There has to be some factor they're considering since "claim it" is on most accounts but not all.

This is really getting annoying. It seems if an account already has a bank, or has had a bank that was removed in the past, you just get this annoying error "can't process this request please try again later" when going to add a bank.

I was planning to buy withdrawable VBA. But my old VBA used for verification was removed when Paypal could not take money from it. So looks like it is not the best idea to try adding another bank account now. Do you know if it is possible to withdraw to a debit card or virtual card instead of a bank account when 'claim it' is active?
