paypal sending issue

Anyone having issue recently where PayPal wants to manually confirm your identity by phone before sending payment on US paypal?

this is with account fully verified with phone/bank

Yes , some of the accounts say “claim it” so you have to confirm your identity to send and spend. But you can always just withdraw to bank.
