I have a limited PP and I added a bank account from Germany to Cyprus Paypal but when I try to withdraw 50 Euros it gives me "Sorry, we’re unable to process your request right now. Please try again later." error.
I waited for 4 days but still same error. I even tried 2 Euros but same.
What should I do?

Is the bank account a EUR Payoneer account by any chance?

No just a regular bank account.

But before that I tried to add an old Swedish bank account but PP withdrawals wasn't shown on my friend's account so I couldn't add it.
Then I asked to my another friend from Germany to add his account. But now I am having this problem while withdrawing.

what IP provider are you using? I have similar issue while requesting a check.

Turkish IP address.
I had a successful withdrawal from a different limited PP that I just added 1 bank account from Sweden from Turkish IP address.

Hire person from Cyprus via freelance site. Try to withdraw from REAL Cyprus IP. Or wait 2 weeks- 1 month and try to withdraw again.

Withdrawing to a swedish bank account is a bad Idea, the names have to match exactly :(

is the Swedish bank in your name?
Is the German bank in your name,you said it is your friend 's bank account?
