What is the minimum needed to be able to send money via paypal balance only.
 

US Paypal account.

Can receive money but needs credit card details (presumably VCC) before I can send money to other paypal users or online merchants.

Does anyone know if a VBA is needed to be linked to the paypal before I can send money via paypal balance or is only a linked VCC required?

If a VBA is required to be linked, who are trusted active sellers to purchase these from on the forum?

I don't know much about PayPal US. But to my knowledge, you don't have to have Bank account or Card to be able to send payment from Balance.

You have to be SSN verified to use your balance on USA Paypals. I recommend you stop playing with USA accounts now OP before the update goes into full effect next month and you're suddenly unable to get any funds out of your PP.
