Can you pay fees and labels with sub accounts?

Does sub accounts work like a regular checking account? will i be able to pay for shipping labels and ebay fees if I link a sub account to PayPal? From my understanding, you are only able to receive with sub accounts (savings) and can't use it to buy or pay for stuff
