Why is my new paypal not limited

Just curious to see what would happen, I opened a new paypal biz account with my same SSN after being permanently limited on the same browser, also same address.

But it's not limited yet. I even shipped a debit card to my address and it's being shipped out.

Is this normal?

Have you tried to receive payments on the account?
That's the real test.

If you do manage to survive for any substantial amount of time, the account will die when 1099k's go out the next time. They'll link you to your old account via SSN at that time.

Happens a lot.
It is when ANY problem comes up that you have a limitation. One charge-back, one claim etc....

Limitation not always happens immediately. It could be be ""being processed"" and will be hit you suddenly

You can open 100 paypal accounts with same details and you will never know when paypal ban your accounts. Most time they will do this when you have money on balance.

It's been my experience that business accounts are a bit more robust and don't get limited as much as personal accounts do. I assume this is by design, but again this has been only my experience.

This is probably correct, business accounts are I think much resistible to manual reviews.

I doubt it,in fact business account will get more scrutiny,depends on how active and size of payments .
It takes some time for the bot to patrol the site to find any suspicious account/activities.
