Phone verification question

I don't understand how you setup voicemail to work with phone verification. Paypal is supposed to call you and you're supposed to enter in some security code they give you over the phone. How is voicemail supposed to solve this?

voicemail answers, records the message, you listen to code. YOu go into paypal and type in the code they gave you.

I am given a code in my paypal account and I have to enter in the number when paypal calls me. I don't think voicemail will fix this. Not to mention I didn't even get a voicemail message from paypal.

I tried this once. Paypal detects that the number is a cell.

Well that is lame in this day and age there are a lot of people who only have cell phones, I'm checking into getting rid of my land line right now.

huh? when I did this, I got a phone call from paypal, they gave me a code by phone, and then I entered it on computer. Maybe they've changed...

If they can't do it by phone, they will send you a letter with a code to enter...

Paypal gave me a code thru my paypal account which I had to enter into the phone when they called me.
