Confirm Receipt button on PayPal
 

When you buy something through PayPal and paypal holds the seller's funds due to high risk or because the seller is new. You will find ( as buyer) a button(CONFIRM RECEIPT). When you click this button, PayPal will show you a notice that you may be no longer eligible to open a dispute against the transaction. When you click that button funds will be available to the seller immediately.

My question is can you still open "Item not as described" dispute? or you are completely not protected under PayPal buyer protection after clicking confirm receipt?

This probably relates to "funds now" where new sellers get instant payments if they confirm ID info and "claim it" where sellers have to confirm ID info to use balances. Sounds like they're changing up buyer/seller protection as a result of the changes to how PP balances function.
