Your card has been declined
 
I tried adding my debit card to my PayPal account that has been limited and exceeded the 180 days period but I keep getting error message "your card has been declined. Please try a different payment method".

What could be the problem please?

It's issued by a bank and normally I do use the card for withdrawal before.

You used the card for withdrawal before - meaning, re-using the same info across accounts or...?

This is a new card entirely. has not been linked to any PayPal account.

if you are in Nigeria,you cant link any card or bank account,you cant transfer fund from PAYPAL to bank or debit card,you can only send fund.
you cant receive fund either.

I knew that but I'm not operating Nigeria PayPal account as it can only send and not received. I'm talking about Lesotho account, it was limited and 180 days is completed but I'm just having issues with adding my card, besides I've been using this type of card to withdraw money from PayPal before.

If the bank issued card is AVS, that could be why it's not adding onto the PayPal - due to a mismatch in address.

When an account is limited, they don't allow you to withdraw to card anyway. It needs to be to a bank account (even when withdrawal to card was an option before limitation).

well,if his account is based in Nigeria,he can do nothing but send fund.
if he said he is in Lesotho,he can only transfer fund to a US bank account,unless he is an American expatriate,he has no US bank account.

I was able to solve this today through the help of PayPal support. I did phone verification and was able to add the card and withdraw.

So they added the card for you?
Did they tell you why you couldn't do it the first place?

the support said it was the security system that blocked it.
