Billing agreement. Security check
 

So i googled and this appears to happen sometimes, when people are signing agreements for recurring payment etc... I try to sign up my ebay billing it gives me the security check pop up... i of course agree to get the text but it of course fails everytime, so then i cannot do it. I read that people call and they can fix it over the phone, i wonder what the trigger is? I did not create the paypal account, i am actually the 2nd user. Could it be a security trigger? Well obviously it has to be.. but i wonder why, what. i just end up adding the vcc to ebay, but then ebay doesn't see me linked to the paypal. And then i can't get the auto upgrades etc..
