PayPal 'Quick Security Check' issue

I bought a stealth PayPal account 1 month ago and have some funds in that PayPal account but whenever I try to send the money to other PayPal account or buy something from eBay it says 'Quick Security Check' and ask for mobile verification but it never sends any code but instead just skips over to 'We can't confirm at this time'

Can anyone help me out with this? Is it because the PayPal account is new? or is it because my PayPal phone number is Google voice?

I get quick security check very often, especially when adding cards to accounts

To this day I never had to actually confirm the number, I wait 24 hours or so and always goes eventually
