Paypal verification bypass to pay in checkout

So I use giftcards and now paypal is required for sellers that didn't upgrade to adyen if using gift cards. It's working but sometimes I'll buy and paypal has a some verification popup where it said "oops try another method" and ask to call them. When i login into paypal.com it's fine and updated phone and get text if stuck needing to reset pass.. but when i ask to send text in checkout it says the oops part.. i'm using "dingtone" i use other free text/phone apps for other places but this i use dingtone

as mentioned logging into paypal.com is no issue.. just checkout .. i did purchase before no problem
what should i do?

What I dont understand is when I login PayPal and I forget password let say.. I can get text code from PayPal from my dingtone phone app. But when it comes to purchasing it doesnt verify..

I have solution to buy pass check out with gift card
For item is physical and ship to address
Otherwise item is egift or service , code , etc ...
Can't by pass .
