Making a new US paypal.
 

Ok so i was reading that you need ssn if you want to make a stealth paypal from now on, is that correct? Just curious because it will save me the hassle of trying to make one. So if i purchase an older stealth paypal from someone it should be fine and wont get asked for ssn off the bat?

Eh? No... that's not true...

Just follow the stealth guide and you'll be fine.

The people that get asked for SSN and other documents tend to do things that trigger it. They just don't tell you that they were in the wrong.

To create a paypal account you do not need a SSN.
In order to use the full functionality of the account they will request you to confirm your DOB and SSN. If you do NOT provide them with that info you will not have the ability to maintain a balance in the account and you will not be able to send payments funded from such a balance. You will still be able to withdraw funds to your bank account and you will still be able to send payments that are funded from your credit card or bank account.
In other words if youre from the US and have access to a US based bank account not much has changed. if youre from outside the US you got a serious problem.
Of course if you get limited for whatever reason they can always ask you for the SSN as well - as SaiJin mentioned.

If you worry about it, just create a NON-US account because you can still list on eBay.com (US). I have UK and PH ebay accounts that are selling good at ebay.com.
