2 ways
- withdraw to a US bank account
- Transfer your funds to your other paypal in which you can withdraw (don't do this too often, very risky)

In 2 days, the 2nd thing you mentioned will no longer be an option on USA stealth accounts.

you are not from US so you can not have a Bank account so withdrawal to bank account for you is not easy but there are many ways to bypass it

if he is an American expatriate in CHINA,he can link a US bank account to his Chinese Paypal account.
But he does not sound like an American expat.
do you have friends in US and can yu buy something from him so you can send him $$ and he will find a way to remit back to you via wiretransfer

Not even the above solution will work since OP would be unable to spend any of the funds in the Paypal account. Withdrawing to a US bank account is literally the ONLY option without SSN verifying, which isn't possible for a Chinese citizen without creating a possible tax liability for a US citizen by using their SSN fraudulently.

THERE are many CHINESE Nationals who attended schools and later worked in USA,with green cards and SSN and have returned to China,if so,he could still have US bank accounts open and his SSN is good.

You can go to Hong Kong and open a USA bank account. Not reasonable for most.

HK banking is stricter than ours,due to fraud and money business.
They ask for HK identity card,passports,local utility bills,local residential address.
Some of our large national banks like BAC,WFC do not have retail presence,the last time I was there,WFC just have a rep office .
Only one which does is Citibank and is dwarfed by banks such as HK Shanghai Bank,Hang Seng Bank,and zillions of other banks local and from mainland China .
However,you have a choice of a bank account denominated in local (HK) currency or in Yen,US $,Aussie $,Chinese $ and some features related to gold?

If they had a SSN to use they wouldn't need a US bank account because then they could spend (transfer out) the money they receive.

But yeah, I see what you're saying. If by chance the OP is a former green card holder they should be good to go since they already have a SSN. I'm not sure that those SSN's stay valid after the person leaves USA though. Imagine the IRS getting a 1099K for a Chinese national that left USA 15 years ago but is now reporting US income, haha.

Anyway that's off topic. Long story short, the options are SSN-verify to spend money, or don't SSN-verify and withdraw everything that comes in.

Even still, I doubt you'd be able to link any of those HK BA's to a USA PP even if it's a USD account.

Wells Fargo is probably the best bet for a Chinese person obtaining a US BA in HK. Several Chinese suppliers I've dealt with have personal US WF accounts so it must be reasonably simple. I know they aren't flying to USA to open them.

My Chinese partners had no problem going to HK and opening USA citi bank checking accounts. It has been hard getting a second account though. These are factories, not individuals so maybe that makes a difference.

A naturalised US citizen or permanent resident ,unless he give up his citizenship,living overseas,is still expected to pay taxes,
Uncle Sam taxes us no matter where we are,here or abroad.
SSN is good until the person dies,and SS does not always know if a person has past away .

Just buy US ebay with high selling limit and link it with new china paypal with the same name of ebay account it works great with me but with UAE and thailand paypal
